Strategy Statement:

In a managerial position, you need to know what performance measures are, what they are used for, how they are measured against, and when to let things slide. When implemented, the expectations should be made clear in such a way that the employees know what to expect, how their roles are defined, and what they need to do to meet the company's standards.

Knowing how to deliver this message in such a way that doesn't cause panic or rolling eyes is important. Here the interviewer is looking at your personality, your leadership skills, and how you pre-emptively handle problems.

Sample response:

I would hold a meeting describing why it's necessary, how it's going to be used, and let them help me design it. Nothing puts a staff more at ease than knowing they have some measure of input or control. Beyond this, though, it makes them feel like more of a family and part of the team that makes the company succeed. I believe these attitudes are necessary to keep a happy, panic free staff.
