In short UCCAPI stands for Unified Communications Client API by Microsoft and UCCAPILOG is a log file created by that API. The log file contains debugging, performance and monitoring data of UCCAPI programs.

As an example, Windows Live Messenger is one of the programs which writes UCCAPILOG files (WindowsLiveMessenger-uccapi-0.uccapilog).
